Request the provider’s iPhone lock status report with the device IMEI. Read the actual returned lock field: a network lock and an Apple account lock answer different questions.

Carrier lock versus Activation Lock
A carrier or SIM lock concerns use with mobile networks. Activation Lock concerns the Apple account associated with the phone. A report about one does not automatically establish the other. Read our comparison of the two locks.
You can also inspect the phone
Apple says you can check Settings → General → About → Carrier Lock. “No SIM restrictions” indicates an unlocked iPhone. The carrier handles unlocking requests, not Apple. Apple’s carrier unlocking guidance.
What to do with an unclear report
If a result is processing or unconfirmed, use the existing report’s refresh button. Do not interpret missing data as unlocked. For a combined carrier and Find My report, compare the carrier check options before ordering a new service.
